Our Vision

To shape a resilient, sovereign, and future-ready Bharat through research-driven policymaking that protects the nation’s critical assets, strengthens institutional preparedness, and transforms infrastructure protection into a strategic developmental mission.

B.A.P-I envisions an India where critical infrastructures are resilient by design, manufacturing is strategically self-sufficient, and supply chains are secured through foresight, innovation, and governance coherence. The Institute seeks to empower the nation’s governance architecture to anticipate disruption, act decisively, and institutionalise long-term continuity across energy, transport, cyber, health, climate, digital, and industrial domains.

Our vision is not to merely react to risk but to design resilience, embed it within law, and operationalise it through measurable governance standards. By aligning protection with productivity and preparedness with progress, B.A.P-I aspires to make resilience a national capability—shielding India’s growth from systemic vulnerabilities, external manipulation, and hybrid threats while enabling sustainable global competitiveness.

Our Mission

B.A.P-I’s mission is to build and sustain a national knowledge ecosystem that integrates research, regulation, and readiness across every sectoral cluster of national importance.

We work to:

Generate Policy Blueprints for the protection, recovery, and governance of critical infrastructure systems spanning energy, cyber, water, logistics, health, urban, and climate domains.

Shape Strategic Manufacturing Agendas by promoting indigenisation, deep-tech innovation, industrial safety, and technological autonomy across defence, electronics, space, and rural-manufacturing sectors.

Fortify Supply Chain Resilience by developing regulatory models, logistics integration frameworks, and traceability protocols that ensure continuity under both global and domestic disruptions.

Build Institutional Foresight through multi-domain risk intelligence, scenario simulation, interdependency mapping, and system-of-systems planning embedded in all levels of governance.

Bridge Research and Governance by translating scientific and policy insight into legally actionable frameworks, operational codes, and resilience metrics deployable by ministries, regulators, and strategic industries.

Drive Normative Leadership in emerging domains such as AI governance, quantum infrastructure, ESG-aligned development, secure communications, and disaster-proof urbanisation.

Connect Public and Private Missions by serving as a co-creation platform linking ministries, enterprises, start-ups, and academic networks in joint research, policy testing, and capacity-building initiatives.

What Sets Our Mission Apart

Unlike conventional policy institutions, B.A.P-I operates at the interface of protection and preparedness. Our research does not remain confined to reports—it is translated into action, shaping strategic industry tables, command networks, and national drills. Every framework we design is intended for field application—be it a logistics fallback protocol, a quantum network compliance code, or an integrated industrial safety playbook.

We are equally grounded in national security realities and economic and climate imperatives, seeing no divide between growth and protection, innovation and regulation, or decentralisation and strategic command.

Our Strategic Foundations

Preventive Planning: Embedding resilience at the design stage of systems—anticipating structural, cyber, environmental, and geopolitical risks before they escalate.

Policy-Driven Technology Sovereignty: Advancing regulatory ecosystems that allow India to own its innovation pathways in AI, semiconductors, quantum, biotechnology, and digital infrastructure.

Integrated System Security: Linking coastal and blue-water economies, inland logistics, defence communications, and digital grids into an interoperable, layered, and secure infrastructure network.

Resilience as a Governance Standard: Institutionalising resilience as a permanent governance principle—reflected in procurement laws, trade policy, education, and energy regulation.

Whole-of-Nation Policy Innovation: Extending collaboration beyond government to include port authorities, SEZ planners, corporate boards, skilling agencies, and rural councils, ensuring that strategic asset protection becomes a shared national mandate.

Our Long-Term Mission Objectives

Establish India’s leadership in resilience-oriented governance and institutional capacity building;

Promote sectoral mandates for redundancy planning, interdependency modelling, and emergency continuity design;

Develop integrated research-policy-action pipelines for public safety, civil infrastructure, and strategic technologies;

Build national capacity for risk compliance, crisis governance, and adaptive legal design through simulations, frameworks, and pilot programmes;

Institutionalise partnerships with global platforms and regulatory alliances, positioning India as a rule-setter in protection policy and innovation governance.

A Forward-Looking Institution –
a Unique of its Kind

B.A.P-I’s mission is grounded in today’s vulnerabilities yet driven by tomorrow’s possibilities. In an era of intertwined risks and rapid transformation, our task is not only to understand threats but to design systems that endure, adapt, and regenerate. Whether through scenario planning for water and energy security, blockchain-based supply audits, or redundancy mapping in port and logistics infrastructures, B.A.P-I’s purpose remains singular:

To future-proof India’s critical infrastructure, strategic manufacturing, and supply chains—by transforming resilience into a national value, not merely a policy option.
